Reflections on Kachin History
LAIZA—Baptist Rev. Ja Gun is one of the most prominent historians and linguists in Kachin State. Educated at the University of Rangoon during the 1960-70s, a period of great student activism in which he took part, he now tutors Kachin Independent Organization (KIO) soldiers about local political history and endeavors to change “their worldview, which in the past has been limited by the Burmese curriculum.” Speaking to The Irrawaddy in late June, Ja Gun discussed the historical roots of the present conflict between the KIO and Burmese government as well as the main stumbling blocks towards attaining peace and reconciliation from a Kachin perspective.
Question: Can start with the pre-colonial era. What was the relationship like back then between the Kachin people and Burmese Kingdom in Mandalay?

We Hope the Last Kachin Alive Continues to be Kachin
The Rev. Pungga Ja Li is a local Kachin historian and the author of several books on Kachin customs and culture. He is now living in Laiza, a town in Kachin State near the Chinese border that is under the control of the Kachin Independence Army (KIA), which is currently engaged in renewed fighting with Burmese government troops in the north of Burma. In this interview, conducted by The Irrawaddy reporter Ba Kaung in Laiza in early July, Pungga Ja Li reflects on the Kachin leaders’ decision to join with the Burmese majority a year before Burma gained its independence from British rule in 1948, and shares his views on the current armed clashes and the future of the Kachin people.
Question: How do you view the renewed conflict in Kachin State?
Answer: Apparently, this is a cloudy period for all of us. But this is good in a sense that many Kachins now remember God. Many, including the KIO leaders, are now saying prayers, and we are becoming more united within us. We are now praying for God's support, but he sometimes can be cruel for the sake of our maturity.
Q: Here in Laiza, there is talk that the Kachin made a mistake in joining with the Burmese majority when their leaders signed the Panglong Agreement. What is your opinion on this?
A: Many Kachin leaders in those days disagreed with Panglong, except Sama Duwa Sinwa Nawng and Zauring. The Kachin leaders wanted to stay under British rule for five more years and only afterward wanted to establish the Kachin State as an independent state. But since his own grandfather was killed by the British soldiers, Sama Duwa did not want to deal with the British any longer—he even slapped the ground and said that if he made a mistake, he would get struck by lightning from the heavens. That's how he won the trust of fellow Kachin leaders and signed the Panglong Agreement. Otherwise, we would have been on our own all along and would never have had anything to do with the Burmese. We have lived under our rule—the rule of Duwas. But even if we made a mistake, the Panglong Agreement itself is a good treaty, I think, with all the guarantees for us though they never materialized into realities.

“If We Want Change, We Have to Make It Happen”
Burma's pro-democracy leader and Nobel Peace Prize laureate Aung San Suu Kyi spoke to Irrawaddy editor Aung Zaw soon after her release from house arrest on Nov. 13. In this exclusive interview, she discussed her position on the military regime, her future political activities and her views on the political situation in Burma after the Nov. 7 election. She also emphasized the need for her supporters to continue working towards the goal of achieving democracy, and urged young Burmese in particular to remain actively engaged in politics.
Question: You are now free after seven years of house arrest. Over the past few days, you've had a chance to speak to the people and see the outside world. What do you think has changed?

Answer: The first thing I noticed was that there were many more young people in the crowd that welcomed me. Many of them were using cell phones. They were taking photographs with their phones, which I had never experienced before. There was no such thing ten years ago, but it has become quite widespread these days. I think there are more communication lines than before. It is important.

Suu Kyi and Than Shwe Still Critical Players

By Irrawaddy
As the world awaits Suu Kyi's release, senior NLD leader Win Tin talks to The Irrawaddy reporter Ba Kaung about what lies in store for 'The Lady.'
Question: Do you think the Burmese junta is still in a dilemma over Aung San Suu Kyi's release?
Answer: Yes, I think so. The country's latest political atmosphere is rife with huge public resentment—people saying how this regime is such a crook and a cheat. People feel insulted by the election fraud.
So, in this situation, anything can happen depending on what action Daw Suu would takes regarding these fraudulent election results. Another issue is the recent fighting on the border and ethnic tensions in Karen, Mon and Shan states. So the junta might guess that these ethnic issues will assume a particular dimension when Daw Suu is released.

Nuclear Confusion
| Robert E. Kelley (Photo: AP) |
Kelley recently spoke to The Irrawaddy's Simon Roughneen about the alleged nuclear weapons program, and said that despite the claims in his report there has been little or no international effort to investigate. He said he believes that the Association for Southeast Asian Nations (Asean) should be at the forefront of efforts to address the nuclear weapons issue.

Gender discrimination in authoritarian Burma
Mizzima News
With women’s rights on the decline in Burma, Mizzima reporter The The interviewed Thin Thin Aung from the Women’s League of Burma (WLB) in the run-up to the 2010 general election.
Q: The WLB has outlined various discriminations against women and gender inequality in Burma. So, which rights are being violated and how is violence against women being committed? What are the reasons for these violations?
