 Leaders of Southeast Asian nations opened their talks in Vietnam, focusing on economic and regional integration. Concerns about Burma's controversial elections, and when it will release opposition leader Aung San Suu Kyi were prominent on the first day.

Vietnam's Prime Minister Nguyen Tan Dung opened the summit by saying the Association of Southeast Asian Nations had contributed greatly to regional stability. He said ASEAN should work closely with its dialogue partners to maintain progress.

Burma has told its neighbours that democracy icon Aung San Suu Kyi may be freed after the 7 November elections, according to a source at a summit where the junta is under fire over the discredited polls.

Burmese Foreign Minister Nyan Win tackled the divisive issue with his regional counterparts during Association of Southeast Asian Nations (ASEAN) talks in Hanoi Wednesday.
“He said they will release Aung San Suu Kyi maybe after the elections,” said a foreign ministry official from one of the ASEAN delegations, who attended the dinner meeting.

India cautions on ‘adverse’ UN probe

India has questioned the value of holding a UN Commission of Inquiry (CoI) into war crimes in Burma, an Indian diplomat recently told a General Assembly committee.

The probe, now supported by more than a dozen nations, may be “counter productive” and “end up adversely affecting the very people it is supposed to help,” Acquino Vimal said, according to the Press Trust of India.

Nuclear scientist and former director of the International Atomic Energy Agency (IAEA) Dr. Robert E. Kelley hit the headlines earlier this year when he wrote a report claiming that Burma's military junta was mining uranium and working toward developing a nuclear reactor. His report was commissioned by the exile Burmese news agency Democratic Voice of Burma (DVB), which was, in turn, shortlisted for this year's Nobel Peace Prize. 

 Kelley recently spoke to The Irrawaddy's Simon Roughneen about the alleged nuclear weapons program, and said that despite the claims in his report there has been little or no international effort to investigate. He said he believes that the Association for Southeast Asian Nations (Asean) should be at the forefront of efforts to address the nuclear weapons issue.

Major Earthquake Strikes Off Indonesia's Sumatra Island

A major earthquake has struck off the coast of Indonesia's Sumatra island, but there are no immediate reports of damage or casualties.

The U.S. Geological Survey said the earthquake had a magnitude of 7.5 and a depth of about 15 kilometers. Its epicenter was 78 kilometers west of Indonesia's Pagai Selantan island, off Sumatra's western coast. The quake happened Monday at 1442 UTC.

UN Chief Starts Asian Tour in Thailand

BANGKOK — UN Secretary-General Ban Ki-moon started a four-country Asian tour Tuesday in Bangkok, where tight security was in place to prevent anti-government protesters from "embarrassing" Thailand in front of the UN chief.

Looking Beyond Burma's 2010 Elections

NEW YORK—While scores of international observers wait on tenterhooks for the first election in Burma in two decades - and one of only three multiparty elections in 60 years – a report by the UN Special Rapporteur on the situation of human rights there suggests that the world need not wait for Nov. 7 to judge the outcome.

"The election process has been deeply flawed and disappointing," Tomas Quintana said this week.
Early in September, Burma's military Elections Commissioner announced that voting will not be held in some 3,300 villages in the Shan state, effectively disenfranchising 1.5 million voters.
Over 2,000 prisoners of conscience, including Nobel Peace Prize laureate and opposition leader Aung San Suu Kyi, continue to languish in prison despite repeated calls from UN Secretary-General Ban Ki-Moon and others for their release.

“Since this morning, riot police trucks have been going around the city and security forces are on standby near Shwedagon Pagoda and at monasteries near Rangoon General Hospital in Pazundaung Township,” said a source in Rangoon.

Ethnic Leaders to Call for 'Panglong-type' Conference

A group of ethnic leaders and politicians opposed to the Nov. 7 will meet in Chin State on Sunday and call for a Panglong-like conference to seek national reconciliation.
The meeting will coincide with the 22nd anniversary of the Zomi National Congress.

The policies of the three countries—India, China and Thailand—were criticized by Sen during a seminar at John Hopkins University in the United States.

Burma to Raise New Flag for First Time

Burma's new national flag will be raised for the first time on Thursday afternoon, according to government sources.
After the flag-raising ceremony, which will take place across the country, the country's former flags will be burnt and buried.

The new flag, designated in the 2008 Constitution, has a central star set against a yellow, green and red background.The mysticism that dominates the life of junta leader Snr-Gen Than Shwe will also surround the flag-raising ceremony, sources say. The old flags will be lowered by government department officials who were born on a Tuesday, while the new flags will be raised by officials born on a Wednesday.
One million flags have been made by textile factories, according to sources within the Ministry of Defence.
Other sources said that the regime aimed to fly the new flag during the period of the Burmese general election on Nov. 7.

UN targets Burma minority vote

Looming elections in Burma will only be credible if opposition leaders and ethnic minorities can fully participate, the UN’s special rapporteur to Burma has said.
The comment comes as UN chief Ban Ki-moon prepares for a visit to Southeast Asia next week to attend a regional summit and embarking on a four-country tour that will take in China and Thailand. The issue of the 7 November elections are expected to feature high on the agenda at the summit.

Former Political Prisoners Fear Repatriation

MAE SOT, Thailand—For six years, Thiha Yazar was isolated from the world in a prison cell in eastern Burma. The prison guards had been ordered not to communicate with him.
“The worst thing about that time was having no sense of the future or the past,” Thiha told The Irrawaddy. “I was completely alone and lost.”

The cell had one  small window, and to keep himself from being too lonely, he would talk to birds.  “I would ask them to go and say hello to my daughter for me.”
At night, he would talk to the moon and stars. “They kept me company; they were my only friends,” Thiha said.

AAPP Urges International Support for Commission of Inquiry

In a statement released on Wednesday, the Assistance Association for Political Prisoners—Burma (AAPP) urged the international community to back a call by Tómas Quintana, the UN Special Rapporteur on Human Rights in Burma, for a UN Commission of Inquiry (CoI) into the ruling regime's alleged crimes against humanity.

The Thailand-based prisoner rights group also said that it welcomed a recent report by Quintana that highlighted growing repression in Burma in the run-up to next month's election and called for the unconditional release of all political prisoners.

KIA Issues Alert

The Kachin Independence Army (KIA), the military arm of the Kachin Independence Organization (KIO), has distributed weapons to villagers and told them to shoot at junta troops if they approach their villages, according to local sources.

Speaking from Laiza, where the KIO headquarters are located, a Kachin woman said, “the KIA has given us weapons and bullets so that we can shoot at junta troops if they approach our villages and they have begun to select special security forces in the villages in preparation for the expected military offensive.”

Due to fear that an attack on KIO-controlled areas is imminent, plans are being made to evacuate elderly Kachin villagers and children to safer areas on the Sino-Chinese border, but the young have decided to stay and fight, she said. 

“If we don't defend ourselves, our people will have no land left,” she said. “Many of the young people are not afraid to fight to defend our land,” said the woman, saying she will stay and fight rather than run away.

Meanwhile, KIO representatives talked with officials from the International Committee of the Red Cross (ICRC) in early October about taking care of soldiers who may be wounded in the expected fighting, according to James Lun Dau, a central committee member of the KIO.

Since the beginning of the year the KIA has been training more than 100 villagers a month as special security guards in KIO-controlled areas, adding to the KIA forces of between 4,000 and 8,000 troops who are ready to fight.

The weapons distribution took place amid increased tension after junta troops raided the KIO's Liasion offices in Mohnyin Township and arrested a KIA liaison officer and two soldiers after Burmese state-run media branded the KIA as “insurgents” on Oct. 15, accusing the KIA of planting a mine that killed two villagers and wounded a third two days previously.

KIA spokesperson, Wawhkuyung Sin Wa, said they had not met with junta officers to discuss the incident and had no information on the fate of the missing KIA men, adding that KIA troops would shoot if junta troops approached their area.

The KIO signed a cease-fire agreement with the military junta in 1994 as part of an attempted political solution to resolve the status of ethnic Kachin peoples in Burma after more than 20 years of fighting with the junta.

While the cease-fire has brought some economic development to Kachin areas, observers note that little progress towards a lasting political solution has been made.
The recent tension has come to a head after the junta threatened to use force if the KIO rejects junta plans to convert the KIA into a Burmese army-controlled border guard force before the Nov. 7 election.

Rights Abuses Increase Health Crisis in Burma

BANGKOK—As the UN rapporteur on Burma restates a call for a Commission of Inquiry (CoI) into human rights abuses in Burma, medical groups operating in the country's east say that rights abuses have contributed to a health crisis for women and children in the region.

A report, “Diagnosis: Critical Health and Human Rights in Eastern Burma,” said that general health for people in eastern Burma is much worse than the national average.

Bauk Ja is a Kachin farmer who was displaced from her land in the Hukawng Valley in December 2008. It was seized by Burma's military authorities and redistributed to the Yuzana Company as part of a massive agriculture project in the region.
The chairman of Yuzana is Htay Myint, one of Burma's wealthiest businessmen, who is targeted with sanctions by the US and the EU as a military crony.

Bauk Ja is just one of 600 farmers who suffered a similar fate between 2006 and 2008, and who did not receive full compensation. Bauk Ja was popularly elected as a spokesperson for one group of 148 farmers to stand up for their rights. They have filed a lawsuit against Htay Myint. Last week, the State Court in Myitkyina announced that it was exonerating the company chairman from prosecution. Bauk Ja has vowed to fight on and appeal the decision.

She will contest next month's election in Phakant Township in Kachin State as a candidate for the National Democratic Force (NDF), a political party founded by former leaders of Aung San Suu Kyi's National League for Democracy (NLD).

China Vice-President Xi Jinping given key military job

China's Vice-President Xi Jinping has been named vice-chair of the powerful Central Military Commission, in a move widely seen as a boost to his likely succession of President Hu Jintao.

It comes on the last day of the ruling Communist Party's annual meeting.
Hu Jintao must retire as head of the party in 2012 and as president in 2013.

Mr Xi is following in the footsteps of Mr Hu, who was also promoted to the commission - which controls China's army - before becoming president.

Thai army boosts security ahead of 7 Nov

Thailand has increased border security because of fears of ethnic unrest in neighbouring Burma, where the junta is preparing for the first election in 20 years, the army said Monday.
“We have stepped up security checks along the border to prevent any forces or people fleeing from the other side, and also to prevent people and weapons crossing the border from our side,” said Colonel Padung Yingpaiboonsuk.

Junta tries old tactics on new ‘insurgents’

A smear campaign is being undertaken by the Burmese junta to dirty the name of the Kachin Independence Army (KIA), which is now branded an “insurgent group”, the KIA has said.
The ethnic army from northern Burma has refused demands by the junta to transform into a Border Guard Force (BGF) and thus come under the control of Naypyidaw, a move that has drawn the ire of the ruling generals as they prepare for elections on 7 November.

Deadly Typhoon Hits Northern Philippines

At least one person is dead in the far northern Philippines, where so-called "Super Typhoon" Megi crashed ashore with fierce winds and torrential rain around midday Monday.

Reports say roofs were torn off houses and electricity poles were toppled by the winds, which howled at sustained speeds of 225 kilometers per hour and gusted up to 260. One man was killed when he fell in a river.

Thailand Realigns its Burma Policy

Prime Minister Abhisit Vejjajiva’s visit to Naypyidaw, the capital of Burma, on Oct. 11 has marked a new chapter in the Democrat Party’s relations with the State Peace and Development Council (SPDC).

It is the first time a prime minister from the Democratic Party has paid a visit to Burma in almost two decades. During 1997-2001, Prime Minister Chuan Leekpai refused to visit Burma because of his supposedly pro-democracy agenda at home.
The situation surrounding the Thai-Burmese relations has changed over the years, and so has the current government’s policy toward Naypyidaw.

Junta Calls KIA “Insurgents”

The Burmese junta decribed the Kachin Independence Army (KIA), a cease-fire group which operates on the Sino-Burmese border, as “insurgents” in state-run-newspapers on Friday, ceasing to call them a cease-fire group which they have done since signing a cease-fire agreement with the KIA in 1994.

The state-run newspapers described the KIA as “insurgents” in a report blaming the KIA for a mine blast which killed two and injured one in Kachin State on Wednesday.

Junta pressures KIO to move its liaison office in Tanai

Ethnic ceasefire groups form alliance in face of junta threat

Ethnic ceasefire groups in the north of Burma have agreed to a common strategy in the face of any concerted Burmese Army offensives, according to sources within the groups. The deal comes in the wake of the junta’s third attack against one of the armed militia in Shan State last month. 

The recent spate of hostilities is a result of the Shan State Army-North (SSA-N) ceasefire group’s continued rejection of the Burmese regime’s Border Guard Force (BGF) proposal, which require them to surrender arms and accept command by junta officers.

Former UN Rights Officials Call for Burma Inquiry

WASHINGTON — Two top former human rights officials of the United Nations on Tuesday urged the European Union to support the establishment of a UN Commission of Inquiry to investigate war crimes and crimes against humanity in Burma, as recommended by the UN Special Rapporteur on the Situation of Human Rights in Burma.

The request was made by Paulo Sergio Pinheiro of Brazil and Yozo Yokota of Japan, who served as the special rapporteurs on the Situation of Human Rights in Burma in (2000-2008) and (1992-1996), respectively, in a letter to Catherine Ashton, the high representative of the EU.

Yuzana employees given weapons training

Around 500 workers of the company, whose chief Htay Myint is close to the Burmese junta, have been trained for militias over the past three months and were given firearms in a special ceremony on 2 September, Aung Wa of the Kachin Development Networking Group (KDNG) said. Thailand planning Burma refugee return

The Thai government is making plans to repatriate Burmese refugees to their homeland after elections in the military-ruled country next month, the Thai foreign minister said.
Along with the 150,000-odd refugees in camps along the Thai-Burma border, “the intellectuals that run around the streets of Bangkok and Chiang Mai province” will be included in a “comprehensive program…to prepare them to return to Myanmar [Burma] after the elections”, Kasit Piromya told reporters in New York at the weekend.

Burmese troops clash with Karen, Shan armies

Fighting erupted yesterday between Burmese troops and a breakaway Shan force only hours after a Burmese soldier died following an ambush by a Karen army.

It is the third time this month that Burmese troops have clashed with the Shan State Army (North), with tensions appearing to be on the rise. The latest flare-up involved the SSA-N’s 3000-strong 1st Brigade, which broke away from the main body after it refused to become a Border Guard Force (BGF) and assimilate into the Burmese army.

Thailand to Send Refugees and Opposition Back to Burma?

Thai Foreign Minister Kasit Piromya is working on a plan to repatriate Burmese refugees and intellectuals after the Nov. 7 election, saying that the Thai government will assist in their return to "half-democratic” Burma.

He told a US audience that upon his return to Bangkok, he will “launch a more comprehensive program for the Myanmar people in the camps, the displaced, the intellectuals who run around the streets of Bangkok and Chiang Mai province, to return to Myanmar after the elections.”

Several weeks after the body count from 2008’s cyclone Nargis had topped 100,000, an article in the Burmese state-run New Light of Myanmar led with the headline, ‘The enemy that is more destructive than the cyclone’, and posed the riddle: “The enemy that is worse than thieves and robbers is fire. Who is the enemy that is more destructive than Nargis?”

Lo and behold, the article wasn’t a lament of the rampant cholera that swept across the delta, turning thousands of survivors into statistics, nor the countless bloated bodies that still littered towns and villages weeks, even months, after the storm. It was about foreign journalists – in fact a single broadcast by a single radio reporter – who painstakingly unravelled the horror stories that emerged from one of Asia’s worst recorded, but most underreported, natural disasters, one that eventually claimed 140,000 lives and left 2.4 million destitute. It was these scenes that undercover video reporters had secretly documented, knowing full well the ramifications for anyone caught with a video camera in the country. But as the article explained, in Burma, and perhaps only in Burma, what is worse than countless square miles of submerged towns, farmland and families is a foreign or exiled journalist.

For some, those saffron-thronged vistas of Rangoon three years ago lead to a remote hillside of a refugee camp on the Thai-Burma border.
Three years after Burma dared to dream once more, monks, activists and elected MPs gathered in exile, with the revered saffron-clad community leading a ceremony to remember those days of defiance, and those whose defiance spelled the end.

Here, in many respects, were two of the pillars of opposition politics in Burmese society for the last quarter century. Exemplary was monk U Nyar Nathara who addressed the crowd, dressed in saffron with a pendant of the red flag, emblazoned with the fighting peacock of the All Burma Student’s Democratic Front (ABSDF) on his lapel.

Portraits of Independence of Kachins: An interview with Ryan Libre an American photojournalist

Ryan Libre, an American photojournalist from Northern California is organizing photo exhibitions around the globe about the life of Kachin ethnic people in northern Burma . He was interviewed by KNG by email on his journey to Kachin State and his work.

Ryan Libre is currently based in Japan and Thailand and has been living in Asia for 9 years and has travelled at least three times to Kachin State for making documentaries which highlight the ethnic people’s life and that of the armed group the Kachin Independence Organization/Army (KIO/A).
